EQ example: PCB Solder mask at BGA area

How to print circuits boards PCB soldermask at BGA area?

Pic 7, some blue vias framed at pcb BGA area are with solder mask covered at top layer, but solder mask opening at bottom layer. After solder mask filling, the vias won't be 100% closed (we name it solder mask half filling.) Pls choose,

A：Make same as gerber, no-100% closed are accepted after pcb solder mask filling.

B:  Change gerber with these vias solder mask covered at bottom side as pic8 .
