Q 8. pic12，we could see these 6 drilled holes with 0.3mm size are not in the center of copper pads. It is abnormal pcb drill location. We suggest to move these 6 holes to the center of the pads as pic 13, is it ok?

It is so obvious, the designer move the holes carelessly. You could move them back.
